Lady Elaina was a noble of the Ravanna line and a member of the Napan Council of Elders during the reign of King Tarel.[1] She was an older woman with a wrinkled neck and age-spotted hands.[1] Like the other members of the council, Tarel considered her as a foolish and servile crony who was "as desperate to retain the prerogatives and privileges of her aristocratic class as she was determined to retain her line's riches."[1]

In Kellanved's Reach[]

After the failed Napan attempt to seize Malaz City and capture Sureth and the other Napan traitors, Elaina and the council met with King Tarel in his harbour fortress to consider their options. When the king placed the blame for the debacle on Clementh and had her imprisoned, Lord Kobay began to object to defend her noble family, but Lady Elaina interrupted his argument to call him an idiot. Then Tarel announced that his sister planned to invade Napan. Admiral Karesh disagreed, saying the Malazan pirates were far from ready for such an action. Kobay stood with Karesh, saying his agents on Malaz Island reported that the Malazans were instead focused on raiding the Quon Tali mainland for funds. Elaina advised the king it was time to let go of Sureth who was now surely a slave of Kellanved, the dark mage, and Dancer, the assassin.[2]

But King Tarel was certain Sureth was coming and they must be prepared. He suggested they remove Kellanved by exploiting the mage's rivalries with others of his kind. He introduced the startled council to the Witch Witch Jadeen, the terror of south Itko Kan, who promised to confront their enemy.[3]
