Leoto was the head of the Kan noble family of Itko Kan - the Kan of Kan.[1] Councillor Leoto was the nobles' chosen representative on the Council of Mosolan, the Regent of the child king of Itko Kan, Chulalorn the Fourth. Leoto Kan was tall and middle-aged.[2]

Leoto learned that Mosolan had called Iko to council - in her role as captain of Itko Kan Sword-Dancers. Although not invited by the regent, Leoto joined the others in the council chamber. Mosolan told Leoto that the meeting was a consultation with Witch Jadeen, who had come to the Itko Kan royal palace to deliver dire predictions about risks to Itko Kan and to the Chulalorn line. Leoto flinched when Mosolan mentioned Jadeen's name, as her warnings to past Itko Kan kings had had a history of coming true.[3]
After Jadeen had delivered her warnings and left, the others discussed what she had said. It was clear that the relationship between Leoto and Iko was an antagonistic one. Although Leoto and Iko took what Witch Jadeen had forecast with a grain of salt, Mosolan - as regent - took them far more seriously.[4]
Some time later, Jadeen's predictions started to come about. The palace in Itko Kan was attacked by an alliance between the Marquessa of Fedal and Dal Hon, the king disposed, and the royal guards and Sword-Dancers slain. This despite strong resistance by Kan family guards - including Leoto - who Iko found dying with his sword in hand. When Leoto saw that Iko had returned to protect her king, he chuckled saying, "So, couldn't walk away, hey, Iko?" then asked her to save the king before expiring.[5]
