Quall was a noble of Unta. He was a grey-haired elder who wore a burgundy cloak.

Quall was one of a group of nobles who visited the home of Mallick Rel in the middle of the night to conspire against Empress Laseen. They informed him that Councilman Imry of the Imperial Assembly had resigned just as Mallick predicted and nobleman Illata believed it was as a result of threats from the Claw. (Quall and the others did not realize that Imry's resignation had been orchestrated by Mallick himself.)
Quall claimed that the nobles needed to act on their own to protect their property. Illata announced that the group would seize the Imperial Arsenal by dawn, and asked that Mallick be their voice to the Empress. Mallick agreed, but after the nobles left he instead ordered the Claw to arrest and enslave the nobles and their families and confiscate all of their possessions. His plans to undermine the Empress were proceeding apace.[1]
