Tarel and his older sister Sureth were members of House Garell, the ruling family of the Napan Isles — in the period before the formation of the Malazan Empire.[1]

In Deadhouse Landing

Upon the death of the previous king, Tarel's and Sureth's Father, civil war broke out between the adherents of the two siblings for the Napan throne. Although Sureth was the elder — and evidently her father's choice — Tarel managed to usurp[2] the throne. Tarel did this by offered the Napan Council of Elders[3] "more" than Sureth. Also, Tarel treated the councillors with "glad-handing and [an] easy demeanor", while telling the Council members everything they wanted to hear.[4]

Tarel's sister refused to ply the councillors with such bribes, "lies and flattery". Therefore, Tarel's tactics forced the more honest Sureth and her closest followers to flee in exile from the island.[5] Tarel then claimed the Napan throne and was installed as the new king of the Napan Isles.[6]
